When are you not offside when you are offside?


I've just read this, regarding the Maguire penalty/no penalty:

FA rules state: "In a situation where a player IN AN OFFSIDE POSITION is moving towards the ball with the intention of playing the ball and is fouled before playing or attempting to play the ball or challenging an opponent for the ball, the foul is penalised as it has occurred before the offside offence."

This is the nonsense that has been called out with regard to not calling offside until the move of the offside player has been completed. How can you not be offside when moving towards playing the ball if you are already, as stated in the law above, "IN AN OFFSIDE POSITION"?

I don't know what happened in the Maguire incident but from reading this it seems the point being made is that a player being fouled while the ball is in play is still being fouled regardless.

This is similar to the Pickford/van Dijk decision which got confused because a VAR call essentially reset the play by a few seconds, so serious foul play was ignored.

Statto has probably seen it and will be able to offer some proper explanation.

I always assumed that the first offence was the one that was punished, so say a player is offside who then gets fouled the offside is given.

But the way the offside laws are now I guess the interpretation means that a player isn’t offside until they interfere with play, meaning they that could be offside and still have a foul given as such.

I’m not sure what was wrong with the offside law as it was years ago where offside = offside. It’s not like the way the law is now encourages attacking play or anything.

Maguire was in an offside position and fouled as he went for the ball. So, it begs the question of chicken and egg: which came first, the offside or the foul?

Wasnt a foul in the 1st place. I watched the game. The referee was awful. Regarding the offside to me it was offside. The rules of the game are totally confusing

For me the Maguire incident was not a penalty and a free kick should be given for offside. It is a good question of what is most important (offside or foul). For me Maguire has gained an advantage from being offside and that is the offence that I go with.

Turning it around, imagine that Sbarra plays a through ball to Rooney who is in an offside position, but after Sbarra plays it, he is then clattered by an opposition player. I would bring this back for the foul as there is no advantage to be played as Rooney is offside. Hope that makes sense.

Is that seriously what happened? Surely by virtue of being fouled for a penalty the player is active and interfering with play?

The penalty was given for a foul on Harry Maguire. VAR checked it and told the referee to go to the pitch side monitor as they felt he may want to change his mind. Whilst this was going on, Sky TV showed a replay to show that when the ball was played Maguire was offside. The referee was not given this information but decided it that the foul on Maguire was not a foul so restarted with a drop ball.

It would have interesting if the referee had stuck to his decision and wanted to stay with the penalty, would they have then checked for the offside. For me, Maguire was offside and gained an advantage from this, ie being in front of the West Brom defender, so I would have given offside.
